President of the Republic of Lithuania Valdas Adamkus participated in the informal meeting of the European Union heads of states/governments in Brussels on Friday, 7h November last.
Lithuania’s leader noted that the current crisis was a test of the European Union’s credibility and efficiency, watched closely by the entire world. According to the President, having assessed the threats of the current situation, we can also see the emerging opportunities.
“Resolute actions and serious and lasting reforms have to demonstrate the EU’s capacity to agree, act together and come up with innovative solutions,” the President said.
President Adamkus has positively evaluated the measures taken by the EU to strengthen confidence in financial markets.
Lithuania’s President underlined the need to pursue prudent financial policy if we are to reduce the potential risks. “We have to restore confidence not only in financial institutions but also in our own capability to take measured decisions which would re-establish the base for economic growth in Europe,” President Adamkus said.
The Head of State noted another challenge of no less importance to Europe: Russia’s still unfulfilled commitments for the European Union to withdraw its troops to the positions before the conflict with Georgia. Neither has Russia fulfilled its commitment to allow EU observers into the whole Georgia’s territory.
Russia has made these commitments in the agreement between the Russian and French Presidents, approved by the European Council in its extraordinary session on 1 September in Brussels.
According to President Adamkus, negotiations for the new EU-Russia agreement may not be resumed before these commitments have been implemented.
